- Conduct a research and evaluate the impact of the introduction of incremental use of African Languages in the former model C schools
Key questions to address:
- What are the intentions of the policy?
- What was the status in the former model c schools before the introduction of the policy?
- What was the impact of the policy?
- What is the current status in the former model C schoolsWhat are the DBE achievements in line with the intended objectives of the policy?
Institutional feedback going forward
PanSALB envisages undertaking an impact analysis research on the Incremental Introduction of African Languages (IIAL) in former model C schools in South Africa. In the quest to achieve the above, a call is extended to all interested researchers/ institutions/departments to submit applications to provide the above service.
Firms are requested to submit their proposals as follows:
a) Technical Proposal containing:
- Confirmation of the Firm’s understanding of the Terms of Reference and its capacity and capability to deliver on the TOR;
- The methodology, work-plan and timelines for undertaking and completing the assignment, and the deliverables
- ;Appropriate references to demonstrate the experience specified in the TOR;
- The CVs of key staff proposed to do the assignment.
b) Financial Proposal indicating the proposed fees and expenses
REQUIRED PROFILE OF THE RESEARCH FIRM
Bidding Firms will be required to meet the following criteria:
- Be registered with Central Supplier Database
- Confirmation that the firm and / or its partners and key staff are not aware of any conflict of interest which may exist with respect to PanSALB.
- Proof of registration
- Should demonstrate that it has the capacity, capability and experience required to undertake the assignment.
- In addition, the Firm should demonstrate experience in conducting research.

The primary criteria in selection, apart from costs, will be the degree to which the service provider/s can demonstrate appropriate knowledge and expertise as well as the service provider/s equity profile of management, ownership and implementation as required in the industry specific charter for this proposal.
PanSALB reserves the right to conduct site visits at bidders’ corporate offices and / or at Bid client sites if so required.
